The Dunia Engine is a game engine designed by Kirmaan Aboobaker while working at Crytek. It is based on the CryEngine but was heavily modified by the Ubisoft Montréal development team for use in Far Cry 2. A reworked and modified version of the Dunia Engine is used for James Cameron's Avatar: The Game. Assassin's Creed II and Assassin's Creed: Brotherhood also use Far Cry 2's vegetation technology, though they don't use the Dunia Engine itself (instead opting to run on Anvil). Dunia means "world" or "earth" in Arabic, Farsi, Bengali, Hindi, Urdu, Swahili and Malay languages.

Does any one know whether the Dunia 2 engine has real time GI/Radiosity implemented for point lights as well as for sunlight/skylight/moonlight?
Dunia 2 engine uses global illumination technique, what they have called as "Deferred Radiance Transfer Volumes". You can read about that here: Engineroom.ubi.com

Wow i was way wrong, by the way can someone put far cry 3 in the GAMES catagory?
Where can I get modding/dev tools for this engine? I noticed a lot of modsand addons for Far Cry 2, how wre they made?
Tools for this engine were never released. There's a very limited map editor though. The only thing I found that could be considered a mod was a tweak to files for the editor that adds more objects from the game to the editor.
"Dunia" also means world in Bengali language
